Ministries ranked as poor performers in substance abuse war
The Lands Ministry and State department for Transport are the worst performing institutions in developing strategies on prevention of alcohol and substance abuse indicators for financial year 2020/21.
Findings of an analysis by National Authority for the Campaign Against Drug Abuse (Nacada) released yesterday indicate both institutions scored 15 per cent.
Nacada said the two only submitted work plans to measure their performance.
On the other hand, Ministry of Foreign Affairs was ranked the best performing ministry in adopting prevention of alcohol and drug abuse performance indicator.
Although the Ministry of Foreign Affairs scored 64 per cent, Nacada said it is expected to undertake a policy review on the subject.
“The baseline report was submitted but Employee Assistance Programmes (EAP) was not provided in the Ministry of Foreign Affairs,” the Nacada report stated.
The State department of Interior was second best performer, having scored 63 per cent though Nacada stated that its policy requires review in line with stipulated guidelines.
No evidence of referral
Also at the Interior Ministry, neither the EAP schedule nor evidence of referrals or sensitisation was provided. Ministries of ICT, Water and Health scored 51 per cent, 48 per cent and 44 per cent respectively.
“For ICT Ministry, work plan and quarterly reports submitted, findings of survey report to are be submitted.
Workplace policy are to be reviewed in line with the guidelines no EAP schedule were provided,” Nacada stated.
In the case of Water Ministry, they submitted work plan and quarterly reports but did not hand in the baseline reports and policy.
The Health Ministry was able to submit work plan as expected and the first three quarter reports, though the survey report did not contain other evidence of the process.
For the Office of the Attorney General and Department of Justice, which scored 40 per cent, Nacada said that much as the work plan and quarterly reports were submitted as expected, they did not have a survey report, policy and EAP.
Office of the Deputy President scored 22 per cent and no evidence of strategies was presented as expected.
Nacada also sampled 169 State Corporations and Jomo Kenyatta Foundation (JKF) and Kenya Veterinary Board emerged the best having scored 75 per cent each followed closely by Kenya Roads Board (KRB) with 74.2 per cent.
National Transport and Safety Authority (NTSA), Kenya School of Government (KSG National water Harvesting and Storage Authority then followed with a score of 71 per cent respectively.
The Kenya Revenue Authority (KRA) scored 70 per cent while Kenya Institute for Public Policy and Research and Kenya Vision 2030 Delivery Secretariat had a score of 69 per cent and 68 per cent respectively.
In the State corporations, among the worst performers were Business Registration Services and East African Portland Cement (EAPC) and Kenya Law Reform Commission (KLRC), which scored 3.75 per cent respectively while Kenya Meat Commission (KMC) scored 7 per cent.
Nacada said a majority of the worst performing State corporations did not submit evidence of developing prevention of alcohol and drug abuse performance indicator.
