National Treasury Cabinet Secretary John Mbadi has launched the Suba South Technical and Vocational College in Homa Bay County, saying the institution will help equip young people with skills and create opportunities closer to home.

In a post on his X account on Sunday, July 19, 2026, CS Mbadi said the new institution would play a key role in transforming the local economy by shifting young people from unskilled labour to skilled production.

“Earlier, I unveiled Suba South Technical & Vocational College in H/bay; an institution whose ripple effect will greatly reshape the area’s economy, break the circle of unskilled workforce to skilled production & significantly help reduce rural-urban migration thru’ youth retention,” Mbadi said.

Skills training

The launch comes as the government continues to promote technical and vocational education as an avenue for expanding access to skills training and preparing young people for employment and enterprise.

The new college is expected to provide young people in the region with access to technical training without having to relocate to urban centres in search of education and employment opportunities.

Mbadi said retaining skilled youth in rural areas would help stimulate local economic activity and support the growth of businesses and industries.

KUCCPS opens transfer window

The launch also comes as the Kenya Universities and Colleges Central Placement Service (KUCCPS) opened a 30-day inter-institutional transfer window for students placed in universities and TVET institutions for the 2026/2027 academic year.

The transfer window is open to students from the 2023, 2024, and 2025 Kenya Certificate of Secondary Education (KCSE) cohorts, subject to programme cut-off points and availability of vacancies.

Applications will close on August 14, 2026.

KUCCPS said the transfer process allows students to seek placement in another institution without losing their allocated slot, provided they meet the entry requirements for their preferred programme and vacancies are available.

TVET enrolment

The placement agency processed 293,869 students into degree, diploma, craft certificate and artisan certificate programmes for the 2026/2027 academic year.

The government has continued to encourage young people to pursue TVET programmes as part of efforts to address skills gaps and expand access to technical training.

The establishment of institutions such as Suba South Technical and Vocational College is expected to bring training opportunities closer to learners while supporting local development and reducing the need for young people to migrate to urban areas in search of opportunities.
