Massive shake-up in Siaya as Orengo advertises dozens of top jobs

Siaya Governor James Orengo is set to appoint a fresh team to manage the departmental dockets ahead of the 2027 elections.

The term of the County Executive Committee Members has expired, and the Siaya Public Service Board has advertised the positions, including the County Attorney post, which is a six-year contract.

The County Executive Committee Members whose terms expired on November 28, 2025, had their contract extended for three months, which ends on February 29, 2026.

The Executive took the oath of office on November 28, 2022.

These recruitment drives reflect the ongoing political dynamics and efforts by Orengo to maintain his position and engage with the electorate.

Heath Executive Martin Konyango says, “I have served Kenyans in various capacities, and Siaya is my last station, so for me, I am not going to apply for the position.”

“Whoever is interested in applying for the positions can do so; as for me, I have done my best and am going for my retirement peacefully,” Konyango added.

In the advertisement, Orengo is seeking to replace chief officers for Lands, Physical Planning, Housing and Urban Development, and Governance and Administration, while chief officers for ICT and Public Service Transformation, Trade, Budget and Economic Planning are yet to be recruited.

The contract for chief officers is three years.

Orengo’s advertised posts

The Orengo-led administration has advertised various posts touching various departments, with the majority coming from the health department.

The terms of service for officers yet to be recruited in the health department are permanent and pensionable, and they include 17 medical officers, 55 registered Nurse IIIs, 12 medical laboratory technologists, 5 assistant health records and information management officers III, 6 pharmaceutical technologists III, and 6 registered clinical officers III.

Under the Department of Governance, Administration, ICT and Public Service Transformation, Orengo seeks to recruit a Director of Performance Management and Productivity, a Director of Resource Mobilisation, a Director of Public Communication, Civic Education and Industrialisation, a Deputy Director of Performance Management and Productivity, and a Deputy Director of Human Resource Management on a three-year term of service.

“Director of Industrialisation, Deputy Director of Cooperatives, Deputy Director of Livestock Production, Director of Livestock Production, Director of Fisheries, Deputy Director of Energy, Deputy Director of Fire, Deputy Director of Rescue Operations, Deputy Director of Housing and Urban Development, Director of Irrigation, Director of Strategic Service Delivery and Resource Mobilisation, County Policy Analyst and Research Coordinator are yet to be recruited,” the job advert reads in part.

Other positions for three-year contracts include County Woman Coordinator, County Youth Coordinator, Partnership and Resource Mobilisation Coordinator, six Beach Management Coordinators, Transformation Creativity and Innovation Coordinator, County Information Management Officer, 9 Information Management Officers, 9 Strategic Service Delivery Officers, Public Relations Officer, 4 Social Welfare Officers, and 15 Office Assistant IIs.

Applicants’ requirements

The potential applicants have been requested to carry with them KRA certificates, CID certificates, and CRB certificates; the documents will help check if they have complied with Chapter 6 of the Constitution.

Following the advertisement, Sogomere MCA Andrew Omwende, who previously represented the disabled group at the Siaya County assembly, asked Persons with Disability in Siaya to apply for the posts.

“I want to appeal to persons with disabilities in Siaya to seize the opportunity and apply for the advertised posts, including the executive ones,” Omwende said.

Omwende noted that Orengo’s Cabinet never had persons with disabilities, so the next ministers should have a disabled person in it, so the interests of the group are championed and safeguarded.

Last year, Governor Orengo had sought the approval of the County Assembly on the nomination of the selection panel tasked with the recruitment of the Siaya Public Service Board CEO and its members, whose term of service is soon expiring.

In a letter that was authored by Orengo and read at the Siaya assembly by Speaker Okode, the executive sought to fill the CEO post for the Public Service Board that has been held by Wilfred Nyagudi for a year in an acting capacity.

“As we are aware, the PSB CEO post has not had a substantive holder for a long time. Secondly, members of PSB whose terms and contracts are soon ending, so as a result, there is a provision of section 58a, and 44(2)(b) provides procedures of appointments and filling of the offices, and therefore we propose the following names: CPA Risper Olick, who comes from Ugenya and is a non-public officer, is the chairlady of the panel,” the letter read in part.

“We have Ambala Fred Edward Otieno, an advocate of the High Court from Gem sub-County; Francis Ochung, a representative from ICPAK from Rarieda; Castro Okumu, a private sector representative from Alego/Usonga; and Workers Union representative Gladys Okoth from Bondo sub-County.”
