The Ksh15.9 billion budget allocates Ksh10.86 billion (68 per cent) for recurrent expenditure and Ksh5.06 billion (32 per cent) for development projects.
Lusaka described the budget as a “visionary blueprint” that reflects the collective aspirations of Bungoma residents.
“This is more than just figures. It represents our commitment to transforming our people’s hopes into tangible results.”
Key development projects
The budget prioritises strategic investments in several key sectors: completion of the Brigadier–Misikhu road, construction of modern markets in Kanduyi and Kamukuywa, expansion of Masinde Muliro Stadium, and equipping health facilities, including Bungoma County Referral Hospital and Sirisia Sub-County Hospital.
Lusaka outlined plans to provide subsidised fertiliser, seeds, and crop insurance to farmers, alongside dedicated funding for youth, women, and persons living with disabilities.
In a move to strengthen grassroots development, Ksh1.55 billion was allocated to ward-based projects, providing Ksh34.5 million per ward – a gesture Lusaka described as embodying the true spirit of devolution.
The governor assured residents of strict fiscal discipline and transparency, pledging to work closely with oversight agencies and enhance revenue collection through digitisation.
“This budget is the product of extensive public participation – from women’s groups in Sirisia to farmers in Tongaren and business leaders in Bungoma town. Your voices shaped this document,” he noted.
As he signed the bill, Lusaka urged leaders and residents to prioritise development over political differences.
“Let’s not be defined by political noise but by the results we deliver,” he said. “Together, we can build a prosperous, inclusive, and dignified Bungoma.”
More revenue streams
The budget includes Ksh361 million for donor counterpart funding and an anticipated Ksh1.29 billion in revenue from county health facilities.
Lusaka called on residents to join him in working toward a better future for the county.
