Lusaka moves CECs after MCAs threaten to impeach, ditch budget
By Tony Wafula and Yusuf Masibo, July 1, 2025Bungoma Governor Kenneth Lusaka has moved his Finance Executive, Chrispinus Barasa, to the health docket following pressure from the Members of the County Assembly (MCAs) after rejecting the budget.
Speaking to journalists in Bungoma, Lusaka affirmed his commitment to effective and efficient service delivery, stating that the reshuffles were guided by the need to align talent with departmental priorities and enhance performance.
Taking over the Finance docket is Caro Makali, who served in the Health Department and previously as Trade, Industrialisation and Energy Executive.
Also affected was Andrew Wamukoya, formerly the Chief Officer for Economic Planning, who has been moved to the Governor’s Office to serve as Chief Officer.
At the directorate level, Ambrose Makoha, who was previously the Director of Accounting Services, has been transferred to the Health Department to serve as Director of Finance, as Gregory Furaha now takes over as the Director of Accounting Services in the Finance Department.
Leonard Nandemu has been moved from the Finance Department to the Department of Agriculture, while Joliv Chongwonyi has been assigned to the Department of Livestock Development.
Additionally, Governor Lusaka announced the appointment of Adrian Sakwa as his adviser on Gender Affairs.
However, Bungoma MCAs have maintained that they will initiate an impeachment motion against the CEC on grounds of incompetence, non-performance and contravention of law.
The MCAs slammed the county Head of Treasury for presenting a supplementary budget one week before the closure of this financial year.
In a heated session at the assembly last week, the MCA’s wondered why the CECM presented the budget, and yet they had passed the first supplementary one two months ago.
The MCA’s also accused Barasa of being bossy and running the ministry solely. They laid the blame on him for diverting money set aside to pay contractors for other activities.
Needless hurry
“In the first supplementary budget, we set aside Sh50 million to pay our local contractors who had not been paid for their works, but up to date, they are still waiting for their payments, “said Job Mukoyandali of West Bukusu ward.
The bitter MCAs said in the second supplementary budget, which they rejected, that Barasa had also requested money for staff salaries.
Nominated MCA Linda Kharakha questioned the motive of the CEC in rushing to bring the second supplementary budget, knowing very well the first one had not been implemented.
“This hurry in bringing in the second supplementary budget raises eyebrows, knowing very well that the first one is still pending,” Kharakha stated.
The assembly deputy speaker, Stephen Wamalwa, accused the finance department of sleeping on the job and asked the MCA’s to crack a whip.
“We can’t be blamed by our critics that we are not working when one person is holding this county hostage. We must do something,” vowed Wamalwa.
