‘Power to sack CSs lies with President’ – MP Kaluma tells off Orengo over remarks on Ruto’s new Cabinet
Homa Bay Town Constituency Member of Parliament (MP) Peter Kaluma has told off Siaya County Governor James Orengo over his recent comments on President William Ruto’s new Cabinet Secretaries.
The Orange Democratic Movement (ODM) party lawmaker in a statement shared via his official X account on Sunday, July 28, 2024, has told the Siaya County chief to stop “selling fear” to the opposition.
Kaluma on CSs getting fired
Kaluma argues that it is only the president who has the powers to fire his CSs, which is constitutional.
“Stop selling to us fear James Orengo. The power to sack Cabinet Secretaries lies with the President and is constitutional. It cannot be limited by “enforceable document”,” the lawmaker stated.

Orengo on Friday, July 26, 2024, warned the four ODM members who were recently nominated by President William Ruto to his Cabinet.
Orengo’s warning
Orengo who was addressing a function in the Luo Nyanza region warned that the four ODM leaders should be worried about their new job security.
Orengo said proper systems should have been put in place before the appointments were made.
The former Siaya Senator made a reference to the Grand Coalition government between ODM leader Raila Odinga and late Former President Mwai Kibaki, noting that the opposition men who landed appointments should be prepared to exit the office anytime Ruto wishes.
Orengo noted that during the Grand Coalition government, Kibaki could not fire anyone without the approval of Raila, due to the MoU that had been signed between them.
“Right night now, the government in place right now is a Kenya Kwanza government. When Ruto was in Mombasa, he was talking about “Joho my minister, not Joho our minister. When we went to the grand coalition, Kibaki could not sack anyone without Raila’s authority. It was written in the MoU,” Orengo stated.
Orengo has been a great critic of President Ruto, and has remained opposed to the recent government’s dalliance with the opposition.
