Kaluma says Office of Auditor General, KRA, EACC and police most corrupt

Homa Bay Town MP Peter Kaluma now says the Office of the Auditor General, the Kenya Revenue Authority (KRA), the Ethics and Anti-corruption Commission (EACC) and the police are the most corrupt government entities.
In a statement on X on Friday, March 28, 2025, Kaluma accused the institutions of using the powers vested upon them for public good to rob Kenyans.
“The Office of the Auditor General @OAG_Kenya, Kenya Revenue Authority, @KRACorporate, @EACCKenya and the Police @NPSOfficial_KE are the most corrupt governance institutions. Our eyes are trained on them. We will not allow misuse and abuse of powers vested in various institutions for public good to rob Kenyans,” he stated.

EACC report
This comes a month after EACC released a report showing that Interior and Coordination of National Government was the most bribe-prone ministry in 2023, followed by the ministries of Health and Transport. On the flipside, ICT was the least corrupt ministry, followed by Tourism.
According to the EACC report, traffic police wes the most corrupt public institution, followed by the county health departments and the regular police department.
Busia, Baringo, Nairobi, Nakuru and Machakos were ranked as the top-five most bribe-prone counties.
According to EACC, the national average bribe increased from Ksh6,865 in 2022 to Ksh11,625 in 2023, with the highest bribes (Ksh163,260 being given by Kenyans seeking employment. Kenyans applying for a passport paid an average bribe of Ksh74,428.
The report shows that those seeking a police abstract paid ksh20,300 on average, while those obtaining a tender parted with Ksh17,000.
The average bribe asked by officials at the National Transport and Safety Authority (NTSA) was placed at Ksh81,801, judiciary at Ksh49,611 and Kenya Bureau of Standards (KEBS) at Ksh40,000.
