Suna East Member of Parliament Junet Mohamed has urged National Assembly Speaker Moses Wetang’ula to order manual voting instead of electronic voting on the Finance Bill 2024.

The National Assembly is set to vote on Finance Bill 2024 on Thursday, June 20, 2024, which would seal the fate of the controversial document.

“Mr Speaker, it is the view of the minority, that on this matter of the Finance Bill, we do voting manually. On this one, people don’t have a lot of faith in the gadgets. We want to vote orally so that everyone’s vote can count,” Junet stated.

Voting on Bill

Responding to the request, Wetangula said that he would allow the members to vote on the way they deem best.

“We will go on for one hour, after one hour we will call the mover to reply. Upon replying, we will go to the vote. If the equipment in front of you is working, we will do an electronic vote. If the equipment doesn’t work, I have no difficulty, I will sit here and allow you to vote in the manner that you want,” Wetangula said.

“Whatever means of voting you have, the end will justify the means.”

Currently, the National Assembly is debating the Bill at the second reading stage and a vote will take place at the end of the debate.

After this stage, the National Assembly will go into the Committee of the whole House where they will go through each clause and vote on any amendments being proposed by the committee or other members.

After the voting, the members will then vote to either agree or reject the amendments have been adopted or dropped.

Tentatively, this kind of voting will take place next week.

During the third reading, the chairperson for the Finance and Budget Committee Kimani Kuria will move that the bill be read a third time.

If approved, the Bill will be considered passed and await Presidential assent.
