Isaac Rutto pushes for grassroots-centred devolution to improve citizens’ lives
Former Bomet Governor Isaac Rutto has renewed his call for devolution that directly benefits people at the grassroots, saying resources must circulate where “real life happens” for it to truly transform communities.
Rutto, who spoke through a statement on his official Facebook account on Saturday, September 13, 2025, after engaging residents in Mogogosiek, Konoin Sub-County, said deliberate strategies must be put in place to ensure funds and opportunities do not remain concentrated at the top.
“There is a great need to develop deliberate strategies that ensure that money and resources circulate effectively at the lower levels, where real life happens,” he said.

According to him, the real impact of devolution will only be felt once livelihoods are lifted at the village level and ordinary citizens feel the weight of government investment in their everyday struggles.
“Only then can we make a meaningful impact on livelihoods, empower the people, grow businesses at the grassroots and strengthen our communities,” Rutto noted.
He stressed that devolution was never meant to be about figures on paper or statistics in government offices, but about ensuring that ordinary Kenyans experience growth that they can see and measure in their own homes and markets.

Rutto further reaffirmed his long-standing position that devolution must go beyond promises and reflect what it was originally intended to achieve: tangible service delivery and empowerment of local people.
“We reaffirm our continued push and commitment to make devolution reflect that which was intended to be achieved: directly touch the lives of our people and deliver development that is truly felt at the grassroots,” he said.
By emphasising grassroots empowerment, Rutto positioned his message as a reminder that the future of devolution depends on how effectively it bridges the gap between policy and the people it was designed to serve.
