The Independent Policing Oversight Authority (IPOA) has disclosed that the CCTV cameras were disabled hours after Albert Ojwang’ was killed and transferred to the Nairobi Funeral Home.

In a chilling account of events that transpired on the fateful night, IPOA Chief Executive Officer Elema Halake revealed that the cameras were switched off in the morning of the murder, and information on it was wiped.

“The CCTV system located at OCS’s office had been interfered with, i.e. the Digital Video Recorder (DVR) power cable was disconnected, the DVR logs indicated that the operating discs had been changed and formatted on 8th June 2025 at 07:28:4,” Halake said on Friday, June 13, 2025.

The Authority has also revealed that the recovered that the DVR, which is the central hub that allows CCTV operators to monitor, review and manage recorded CCTV footage, had been confiscated to be subjected to a forensic analysis.

OCS arrested

Similarly, IPOA has arrested Samson Talaam, who is the commander of the Central Police Station, and another unidentified civilian in connection with the case, which has generated immense public interest.

Halake said that the civilian who had been detained alongside Talaam was called into the Central Police Station just hours after the murder.

IPOA believes the detained person could be instrumental in giving an accurate account of what transpired during the night of the murder, and also explain his role in the tampering with CCTV footage of that particular night.

“We are aware that a civilian was called in, and that is the person we have in custody. The question of who paid what is part of the evidence which we are preserving,” Halake said.

“He was called from the police station, but what is critical is the milestone we are making, because if we didn’t have this person, I think you would have a lot of questions to ask.”

Mukhwana’s arrest

On the arrest of Constable James Mukhwana, Halake indicated that IPOA had confirmed that he was in charge of the cells at the Central Police Station on the night of the murder and was on duty.

“Mukhwana was on the shift when Albert Omondi was booked, but he was relieved thereafter,” he stated.

IPOA has been granted custody of Mukhwana for seven more days until the case is mentioned on Friday, June 20, 2025. The authority had sought 21 days.

IPOA has equally hailed cooperation from the National Police Service, stating that the gesture is unprecedented.

“We want to acknowledge that we have gotten the best cooperation possible from the police in the incident of Albert Ojwang’,” Halake remarked.
