Italian investor accuses police of failing to arrest Andrew Ngirici over fraud case

An Italian investor has accused police of failing to arrest Andrew Peter Ngirici, the husband of former Kirinyaga Woman Representative Purity Ngirici, for defrauding him Ksh6.7 million.

Alberto Cattani claims that despite a Malindi court issuing warrant of arrest against Ngirici, efforts to have him apprehended have been frustrated by senior police officers who have failed to implement the court orders and take Ngirici into police custody.

He said he visited police headquarters in Nairobi and handed over the orders to the former Inspector General of Police Hillary Mutyambai but no action has been taken yet.

Police arrest order

According to the orders that were issued in February this year by Malindi Chief Magistrate Julie Oseko, police were ordered to arrest Ngirici over failure to pay Ksh1.9 million which has now accrued to Ksh6.7 million.

“The court hereby issues orders to the executing officers to execute the warrant of arrest by serving the orders to police headquarters.

“This is to command you to arrest the said Ngirici unless he shall pay a total of Ksh6.7 million noted in the margin,” Sewe said.

The dispute arose from the sale of a crawler, a tractor, a trailer, and a prime mover caterpillar 963 which Ngirici had purchased at a cost of Ksh15 million from Cattani on August 8, 2015, however in the sale agreement he paid Ksh13 million.
