IEBC maps Kasipul and Mbeere North as high-risk areas ahead of by-elections

The Independent Electoral and Boundaries Commission (IEBC) has identified Mbeere North and Kasipul Kabondo as volatile areas ahead of the November 27 by-election.

In a statement released by the commission on Friday, November 14, 2025, the commission stated that while campaigns in other areas are largely peaceful, Kasipul Kabondo and Mbeere North have been marred by inflammatory remarks, violence, and intimidation.

“While campaigns in most areas have been largely peaceful, the three institutions note with concern isolated incidents of violence, intimidation, and inflammatory utterances, particularly in Kasipul and Mbeere North constituencies,” IEBC said in a statement.

The commission went ahead to condemn these incidents, also acknowledging the National Cohesion and Integration Commission (NCIC) and the National Police Service (NPS) for calling out and condemning these acts, stating that they contravene the principles of the Electoral Code of Conduct stipulated under Article 81 of the Constitution, which also undermines peace, tolerance, and the Elections Act of 2011.

They further stated that, pursuant to the provisions of the Elections Code of Conduct, they call upon political parties and candidates in the mapped areas to conduct campaigns that are peaceful and free of violence and intimidation.

Should these incidents continue, the electoral body will invoke paragraph 7 of the Elections Code of Conduct, which prohibits political parties or candidates who engage in violence or threaten peace and order from participating in the elections.

The commission also urged parties and candidates to exercise restraint and guide their supporters responsibly and called on security agencies to continue maintaining law and order professionally and impartially.

Electoral preparedness

Regarding their preparedness ahead of the mini-polls slated for Thursday, November 27, 2025, which will take place across 22 regions, they stated that preparations are firmly on course and are in the final stages to ensure that the November 27 polls are successful.

IEBC also stated that they are finalising key activities such as the recruitment of polling station officials and logistical support across all 22 electoral areas.

They noted that they held a meeting with the NCIC and NPS and issued a joint statement affirming their commitment to delivering a peaceful and transparent election.
