Independent and Boundaries Commission (IEBC) is in a crisis as it prepares for the 2022 General Election, after a tribunal nullified the award of a Ksh 2.8 billion ballot paper contract to a Greek firm.

Public Procurement Administrative Review Board (PPARB) set aside the electoral body’s recommendation to award the tender to Inform Lykos (HELLAS) S.A.

The firm was to supply ballot papers and election result forms.

The Faith Waigwa led board in nullifying the tender noted that due diligence was not done in the tendering process.

“Bearing in mind the importance of the subject tender and national interest it carries, it is important before an award of the subject tender, that a due diligence exercise must be conducted strictly in accordance with the
laid provision s,” the board ruled.

The new development comes after Shailesh Patel T/ AAfrica Infrastructure Development Company made an application for a review on how the tender
was awarded to the Greek firm.
