Ichung’wah to CS Ogamba: You have the most clueless PS in the Ministry of Education
The majority leader in the National Assembly, Kimani Ichung’wah, has heavily criticised a principal secretary in the Ministry of Education.
Addressing Education Cabinet Secretary Julius Ogamba during the MPs retreat in Naivasha on Wednesday, January 28, 2026, Ichung’wah reprimanded the PS, whom he did not authoritatively name in his outburst.
Ichung’wah told CS Ogamba face-to-face that the said PS was clueless and was only spending time in Nairobi instead of addressing pertinent education matters on the ground.
Ogamba was appearing before the members of parliament who are in a retreat in Naivasha to make a statement on the state of education and to answer questions from the members on matters of education.
“You have the most clueless PS in the Ministry of Education, most clueless. He only sits in Nairobi and has no idea what happens on the ground. Get out of your office and go to the ground to deal with the problems.”

Education issues
Ichung’wah made the sentiments after raising various issues bedevilling the education sector, where he challenged CS Ogamba to act. In his submissions, Ichung’wah noted that there is corruption in the schools where parents are forced to pay for desks and lunch programmes without a proper plan.
He has called on CS Ogamba to issue a gazette notice guiding schools on a standardised price for desks and uniforms. Ichung’wah detailed that school heads have been defrauding the money allocated to the schools for maintenance of desks and, in return, requesting that the members purchase desks for the schools through the National Government Constituency Development Funds.

The cabinet secretary was attending the retreat to have an opportunity to discuss contemporary education sector issues, including the Grade 10 transition, teacher preparedness, infrastructure development and education sector financing, where the members had a question-and-answer session, raising key issues affecting the education sector in the respective regions that they represent.
