Nandi County Governor Stephen Sang has condemned an incident of police brutality after disturbing CCTV footage emerged showing police officers violently assaulting the youth playing a game of pool in Nandi Hills.

In a statement issued on Friday, January 16, 2026, the governor said the video, which has been circulating online, depicts police officers attacking civilians who were peacefully gathered and playing a game of pool. He described the incident as both worrying and unacceptable, noting that it represents a serious violation of the constitutional rights and dignity of citizens.

Governor Sang emphasised that the National Police Service is mandated to protect the public, not to harass, intimidate, or brutalise innocent people. While reaffirming support for lawful police operations aimed at addressing insecurity as well as alcohol and drug abuse, he stressed that all law enforcement actions must strictly adhere to the Constitution, due process, and established rules of engagement.

“The conduct seen in the footage is not only unlawful but also a gross abuse of power,” the governor said, adding that such actions undermine public trust in law enforcement agencies.

He called on relevant authorities, including the Independent Policing Oversight Authority (IPOA) and the National Police Service, to carry out swift, thorough, and transparent investigations into the incident.

Quick disciplinary action

Governor Sang further urged that all officers found culpable be subjected to firm disciplinary measures and, where necessary, criminal prosecution.

Reiterating his administration’s stance, the governor stated that the County Government of Nandi will not tolerate police brutality in any form. He underscored the need for professionalism, discipline, and respect for human rights within the police service at all times.

Governor Sang also appealed to residents of Nandi County to report any incidents of police brutality, harassment, intimidation, or abuse of power to the appropriate oversight and disciplinary bodies, including IPOA.

“Our communities deserve policing that protects life, upholds dignity, and respects the rule of law,” he said, warning against violence and lawlessness disguised as law enforcement.

The statement comes amid growing public concern over police conduct following the circulation of the CCTV footage, reigniting calls for accountability and reforms within the security sector. It also follows a similar appeal by local leaders, including Embakasi East Member of Parliament (MP) Babu Owino, who has called for the arrest of the involved police officers.
