A former State House staffer has denied allegations of inciting Elburgon residents to protest the government’s plan to build affordable housing on Michinda Primary School land in Nakuru County. 

Lawyer Dann Mwangi appeared on Monday, July 21, 2025, at the Directorate of Criminal Investigations (DCI) in Molo, where he was questioned for several hours about planned demonstrations in Elburgon.

The dispute erupted last week when residents learned that part of the school’s land had been designated for the housing project. 

Accompanied by advocates Jack Mwaniki and Rosalinda Wamaitha, Mwangi firmly denied organising or sponsoring any protests.

His legal team claimed the summons were politically motivated, targeting Mwangi because of his recent declaration of interest in the Molo parliamentary seat. 

’Political intimidation’ 

“The attempt to link our client to these protests is nothing more than political intimidation,” said advocate Mwaniki outside the DCI offices. “It is unfortunate that civic engagement is being criminalised.” 

Mwangi acknowledged holding public meetings with residents who strongly oppose the housing project.  

He emphasised that no public participation occurred before the decision to use school land, stating, “There was no community involvement in this decision. People are concerned, and rightfully so, about losing part of their educational infrastructure without their consent.” 

Residents have voiced strong opposition, arguing that converting school land threatens educational access and undermines local development priorities.  

They noted that years ago, the community had proposed using part of the land for a teachers’ college, but the government never initiated that project. 

Civil society groups and local leaders are calling for transparency and community participation in development projects, particularly those affecting public institutions like schools.
