Caleb Amisi defends CDF allocation as MPs face criticism over Nyoro attack

Saboti Member of Parliament (MP) Caleb Amisi has been forced to defend the National Government Constituencies Development Fund (NG-CDF) allocated to his constituency after MPs faced criticism for attacking their Kiharu counterpart Ndindi Nyoro for what they termed as misallocating funds when he served as the chairman of the Budget and Appropriation Committee.
Taking to his official X account on the night of Tuesday, March 11, 2025, Amisi clarified that the NG-CDF is distributed within a percentage formula and not by the budget committee.
The Orange Democratic Movement (ODM) lawmaker went ahead to state that misallocation of roads, electricity, and water funds to one constituency using positions in the budget committee was what the MPs are fighting.
“Too much ignorance is poisonous. NGCDF is distributed within a percentage formula, not by the budget committee. The misallocation of roads, electricity, water funds, etc., to one constituency using positions in the budget committee is what we are fighting,” Amisi stated.
Amisi on CDF utilization
While defending how he has been able to utilize the millions of money that have been allocated to the Saboti constituency over the past financial years, Amisi urged his critics to visit the area and see for themselves.
He argued that while he does not announce his work all over, the money allocated to his people has been used fairly.
“Come to Saboti and ask around how the little money has been used fairly. We don’t announce our work all over!” he stated.
The lawmaker was responding to an X user who had made a comparison of the funds allocated to Ndindi Nyoro’s Kiharu constituency and Amisi’s Saboti over the last 12 financial years.
For instance, Saboti was allocated Ksh179,441,954.47 million in the 2024/2025 FY, while Kiharu received Ksh188,414,052.19 million during the same period.

Kenyans on social media started making the comparisons after the lawmakers launched a scathing attack against Nyoro over his development for schools in Kiharu, which they argued that he had managed to do by allocating more money to his constituency while serving as the budget and appropriations committee chairperson.
Amisi was among the lawmakers who extended the attack against Nyoro to social media.

Amisi, through his official X account, accused Nyoro of being selfish, arguing that he would never be voted for by Kenyans should he vie for the presidency in the near future.
“Hon. Nyoro will never get a vote from any other region should he stand for presidency. Taking advantage of his position to deny people of the entire western region is not just selfish but evil-minded. You can’t treat other Kenyans as lesser human beings. Shame on you!” Amisi wrote on X.

Budget Committee members warned
The National Assembly leadership has put the incoming Budget Committee members on notice following cases of misappropriation of funds revealed on the floor of the house.
Speaking on Tuesday, March 11, 2025, House Majority Leader Kimani Ichung’wah and his minority counterpart Junet Mohammed read the riot act for parliamentarians following cases of misappropriation by the past house committee.
“We have now reconstituted a new committee. Let me be on record. It won’t be business as usual to use appropriation money for their own constituents at the expense of other Kenyans. This house will not allow members to use their position in committee to misappropriate funds and enrich themselves. We have agreed, as both majority and minority leadership, that those who get the opportunity to sit in the committee will uphold equal allocation across the country,” Ichung’wah said.
On his part, Junet flagged the practice, terming it as criminality. The Suna East MP threatened to de-whip members engaging in selfish acts.
He further took issue with lawmakers benchmarking in other constituencies.
“What makes members go and benchmark in a colleague’s constituency? It is because he is receiving more funding based on being the chair. He is sitting in an advantageous position on a house committee and thus can do skewed allocation of resources,” Junet said.
Ndindi Nyoro fell victim to the reconstitution of Committees of the National Assembly on March 5, 2025, following a motion moved by South Mugirango MP Sylvanus Osoro.
Osoro, who is the National Assembly Majority Whip, proposed names of the lawmakers to various parliamentary committees, stripping Nyoro of his role as the chairperson of the budget and appropriation committee.
He was, however, retained as a member of the committee.
