2027 elections: IEBC begins public participation on campaign spending limits
By Sharon Atieno, July 27, 2026The Independent Electoral and Boundaries Commission (IEBC) has begun public participation on proposed regulations seeking to control campaign financing ahead of the 2027 General Election.
The exercise focuses on the Draft Election Campaign Financing Regulations, 2026, and proposed contribution and spending limits for political parties, candidates and other participants in the electoral process.
In a statement shared on its X account on Monday, July 27, 2026, the Commission said the public participation forums were intended to collect views from Kenyans and key stakeholders before the regulations are finalised and gazetted.
“The forums are intended to gather views from members of the public and key stakeholders as part of the Commission’s efforts to develop a transparent, practical and inclusive campaign financing framework ahead of the 2027 General Election,” IEBC said.

The process began simultaneously in four regional clusters covering Mombasa, Kisumu, Garissa and Eldoret.
Public invited to shape campaign finance rules
IEBC said the forums would give the public an opportunity to examine the proposed regulations and spending limits, make recommendations and provide feedback on the framework.
“During the forums, the Commission is presenting the proposed regulations and spending limits, receiving views and recommendations from stakeholders, and gathering feedback that will inform the refinement of the draft instruments before they are finalized and gazetted,” the Commission said.

The remaining county clusters are expected to hold their public participation forums on Tuesday as IEBC continues its nationwide consultations.
The proposed framework is expected to provide clearer rules on how much money candidates and political parties can raise and spend during election campaigns.

Campaign financing is expected to remain a major issue as political parties and candidates begin positioning themselves ahead of the 2027 General Election.
The proposed regulations come at a time when the cost of political campaigns remains a subject of public debate, with concerns over the influence of wealthy individuals, undisclosed sources of campaign funds and excessive spending during elections.
IEBC said the exercise would help develop a framework that is practical and inclusive while promoting transparency in the financing of political campaigns.
“Today, the Commission commenced county public participation forums across the country on the Draft Election Campaign Financing Regulations, 2026 and the proposed Contribution and Spending Limits,” it said.
The views collected from the public and stakeholders will inform the final regulations before they are approved and gazetted for implementation.
The exercise marks an early step by the electoral agency to put campaign financing at the centre of preparations for the 2027 polls, with the amount and source of money used in political campaigns expected to remain a key issue in the next election.
