UDA, ODM pledge full implementation of Ruto–Raila accord, back Oburu’s new role

The Committee on Implementation of the 10-Point Agenda and the NADCO report (COIN-10) has moved to reassure the country that it is on track with its mandate, promising to complete its public engagement phase within the planned timelines.

In a detailed update shared on Facebook on Wednesday, December 3, 2025, after a three-day stock-taking retreat, the committee sought to calm concerns from Kenyans eager to see tangible progress on the political accord signed between President William Ruto and the late ODM leader Raila Odinga.

“The Committee on Implementation of the Ten-Point Agenda and the Nadco Report (COIN-10) has assured Kenyans that it will finalise public engagement to address the issues raised within the scheduled time,” the statement reads.

The team also acknowledged the leadership transition within ODM following Raila Odinga’s passing, affirming that it will work closely with Oburu Oginga, who has now taken up the role of ODM Party Leader and co-principal in the bipartisan process.

“The COIN-10 pledged to work with Oburu Oginga, who has since assumed the role of ODM Leader and Co-principal, to ensure the Accord signed between President William Ruto (UDA) and the former ODM Party Leader, the late former Prime Minister Raila Odinga, is fully implemented,” the statement reads.

The committee said the retreat at Maanzoni Resort in Machakos County was meant to take stock of progress, refine strategies, and strengthen its approach to nationwide consultations. It emphasised that continued public participation remains central to ensuring the process reflects the views of all Kenyans.

COIN-10 further explained that it will continue to gather feedback on constitutional, political, governance, and electoral issues touching on its mandate, noting that its work must be inclusive and grounded in broad national consensus.

“The Committee said it will continue engaging Kenyans to get their views on the implementation process and resolution of its mandate,” the statement reads

The retreat was supported by the Centre for Multiparty Democracy (CMD-K), a long-time partner in political dialogue and governance strengthening.

COIN-10 also extended its condolences to the Odinga family following the deaths of Raila Odinga and his sister Beryl Odinga, acknowledging the emotional weight surrounding the transition period.
