Sifuna issues ultimatum to 10-point agenda implementation committee

Orange Democratic Movement (ODM) Secretary General Edwin Sifuna has sharply criticised the Committee on the Implementation of the Ten-Point Agenda and the National Dialogue Committee Report (COIN-10), accusing it of failing to deliver any tangible results nearly a year after its formation.

Speaking during an interview with a local media station on Tuesday, February 3, 2026, the outspoken Nairobi senator came down hard on the five-member committee chaired by Agnes Zani, saying it has made no meaningful progress despite having adequate time to act.

Sifuna revealed that in June 2025, he publicly challenged the committee to stop what he termed as ‘laxity’ and get to work. However, he said he was advised by former Prime Minister Raila Odinga to ease off and give the team an additional six months to implement the report.

According to Sifuna, that grace period has now elapsed, yet the Zani-led team has little to show for it.

He cited the audit of the 2022 General Election, one of the key pillars of the ten-point agenda, as a glaring example of inaction. Sifuna noted that no steps have been taken towards the audit, adding that the former IEBC CEO, who has since exited the commission, still has many unanswered questions to address concerning the 2022 general elections.

The senator also faulted the committee over budget cuts, another agenda item he says remains unimplemented. He argued that government wastage is still rampant, pointing to the Office of Deputy President Kithure Kindiki, which was recently put on the spot over heavy expenditure on travel.

On devolution, Sifuna questioned whether the national government has transferred all devolved functions to county governments as recommended, daring the COIN-10 chair to publicly confirm whether this has been done.

He further raised concerns over political party regulation, recalling that the NADCO report backed by Raila Odinga proposed the establishment of an independent Political Parties Regulatory Authority to oversee the registration and funding of political parties, a proposal he says has not moved forward.

“Raila told me to give them 6 months; it’s already 6 months, and i am here to say they have 30 days to give a final report on the MOU, because the committee has done absolutely zero,” Sifuna stated.

His remarks come just days after the COIN-10 team met President William Ruto at State House, where they briefed him on their work and pledged to conclude the implementation process by March.

Meanwhile, Vihiga Senator Godfrey Osotsi has also criticised ODM, arguing that the party appears more focused on negotiating coalition deals instead of aggressively pushing for the full implementation of the ten-point agenda.
