Revenue division draws mixed reactions as more weigh in on formula
The division of revenue sharing formula continues to elicit mixed reaction as more leaders weigh in on the matter.
Kitui East MP Nimrod Mbai (above) and his Kibwezi counterpart Mwengi Muthuse now wants the proponents of the one man one vote one shilling mantra include the geographical area in the conversation that is being driven by Deputy President Rigathi Gachagua.
Mbai who spoke to the People Daily averred hat land size should be considered when discussing the sharing of resources in the country. He therefore asked the Mount Kenya leaders who were pushing for the one man one shilling one vote to abandon the mantra and instead go for the one man one kilometer proposal.
Sharing formula
“We are totally against the one man, one shilling formula, one vote,” said Mbai.
“Let it be one man, one kilometer, one shilling. This means the geographical area is well taken care of,” he stated.
He added that once that is adopted marginalized but huge regions with large land mass will be integrated it the proposal is adopted.
“Kitui county is vast but sparsely populated and risked losing its fair share of the national cake if the land size was not considered.
Imagine a region with the biggest land mass and yet is denied the support it needs just because of population. Construction of a road is to open up a region. Population alone can never be a factor of development.
The United Democratic Alliance (UDA) lawmaker said the lower Eastern counties of Kitui, Makueni and Machakos would join forces with North Eastern and Coastal counties to counter the divisive one man, one vote, one shilling formula.
This formula is very divisive and should be condemned roundly. We want a formula that takes into consideration the issue of geographical area so that the people of this region get increased resources disbursed to the counties,” he stated.
He added that if the geographical area is put into consideration, constituencies in the region, Northern frontier and Coastal region will see an increase also in the National Government Constituency Development Fund (NG-CDF).
Mutuse weighed said if the Mount Kenya region chant is adopted the Ukambani counties of Machakos, Kitui and Makueni will be the biggest causalities of the devolved resources.
