Osotsi issues demands to Ruto on Raila’s 10-point agenda wish
Orange Democratic Movement (ODM) deputy party leader Godfrey Osotsi has urged President William Ruto to implement the 10-point agenda signed between him and the late ODM party leader Raila Odinga.
Speaking to residents in Vihiga on Saturday, November 22, 2025, during the burial of ODM vice secretary for the Emuhaya branch, Jorum Atolwa, in Ebusiloli, Osotsi said that for Ruto to show respect for Raila, he must honour the 10-point agenda and the National Democratic Committee of Political Reforms in Kenya (NADCO) report.
Warning to Ruto
Osotsi, who is also the Vihiga Senator, warned that failure to implement the agenda would reveal that Ruto was misleading Kenyans.
“For the respect of the late Raila Odinga, President William Ruto must honour the 10-point agenda they signed and the NADCO report. For ODM to uphold the broad-based government, Ruto must implement the 10-point agenda. If he fails, we will know he was hoodwinking Kenyans,” Osotsi said.

The deputy party leader expressed disappointment that President Ruto did not highlight any progress on the 10-point agenda during the recent State of the Nation address.
Osotsi reiterated that ODM will continue advocating for the implementation of the agenda.
“As ODM, we will push for implementation of the 10-point agenda. That will be our song to President Ruto,” he said.
The tension follows a week of sharp criticism from the Vihiga Senator directed at Ruto after the State of the Nation address.
Osotsi accused the head of state of failing to honour the late Raila Odinga, and of ignoring the 10-point agenda agreed between ODM and UDA.
He said the omission was particularly glaring since the address marked the first joint sitting of Parliament following Raila’s death, a moment that, according to Osotsi, could have been used to pay respect to the veteran politician and outline steps to implement key reforms in the 10-point plan.
