Omtatah declares war on Ruto and Raila over NADCO implementation

Busia Senator Okiya Omtatah has launched a scathing attack on the new memorandum of agreement between Raila Odinga and William Ruto singling out the implementation of the National Dialogue Committee (NADCO) report.
The leaders of two of the biggest political parties in the country on Friday, March 7, 2025 formalized a working relationship in an event held at KICC in Nairobi.
As per the agreement signed between the Orange Democratic Movement (ODM) and Kenya Kwanza titled ‘Memorandum of Understanding to Resolve the Social, Economic, and Political Challenges Facing Kenya 2025’, the two figures agreed to foster inclusivity in all arms of government.

A key item of the agreement on the deal includes the full implementation of the NADCO Report.
Speaking during the ongoing People’s Dialogue Festival at Uhuru Park on March 7, 2025, Omtatah said the implementation of the report is a non-priority stressing that those keen on it should resign from public positions.
According to Omtatah, the government’s move to implement the report is a betrayal of the plight of ordinary Kenyans. The senator asserts that the implementation of the constitution should take precedence over the report advocated by Raila and Ruto’s camps.
“I’m requesting you as people that any body supporting NADCO must be destroyed form public life, arudi kwa private life. Are you ready? We must destroy NADCO and say the constitution as it is must be implemented as it 100 per cent, if it doesn’t work, we can move to amend it,” Omtata declared.
With the report advocating for potential governance reforms among other constitutional amendments would extend beyond the Prime Minister’s position to establish an Office of the Official Opposition Leader.
The proponents of the documents contend that the new positions would strengthen Kenya’s democratic framework while addressing post-election challenges among other benefits.

However, Omtata says the solution to the problems bedevilling the country lies in the implementation of the constitution as it or with few amendments, and not the implementation of the report.
“You cannot have a vehicle with a big engine but you have removed the wheels and claim it cannot move. Put back the wheels and see it moving. So implement the constitution or nothing,” he said.
Omtata has challenged Kenyans to take a stand against the proposals touted by the Raila-Ruto deal which he claims will take Kenyan back in the past.
“A war has been declared today. Raila Odinga and Ruto have declared war on the future of this country. They want to take us back to the past, We have said we are not going there. We can’t accept this. We are going forward and we are ready to take them on and destroy them,” he added.
