McOure urges ODM to focus on service delivery, defends party’s broad-based arrangement
Orange Democratic Movement (ODM) Youth League leader Kasmuel McOure has called for renewed focus on service delivery while defending the party’s Broad-Based arrangement with the government.
His statements, posted on X on November 3, 2025, underline the arrangement’s role in addressing critical issues and enhancing opportunities for party loyalists.
“In this process of trying to re-demystify what the Broad-Based arrangement is, we are inadvertently jeopardizing service delivery to party members and loyalists serving in various government positions, people who got there courtesy of this very arrangement. Among them are many of our soldiers, including young people who were appointed to demonstrate the quality of leadership ODM would have offered had we been given the opportunity to administer state. (These include the likes of PSs Cde Fikirini and Dr. Oluga.),” McOure wrote, emphasising the practical benefits for youth and other party loyalists in key government positions.

Purpose of the arrangement
McOure stressed the arrangement’s purpose as a tool for meeting unique regional and developmental needs.
“We know what this arrangement is as a party, and the public knows it too. Simply put: we are working with the government to enhance service delivery to our people, bound by a Ten-Point Agenda, though without the administrative authority that comes with a formal coalition,” he said.
He highlighted the successes achieved under the Broad-Based arrangement that previous coalition agreements had not delivered, despite having greater government representation.
He also addressed internal criticism, noting, “We must not vilify party stalwarts who went beyond rhetoric to cement the Broad-Based idea among the masses, imagining that such attacks somehow strengthen ODM. I have particularly noticed efforts to discredit key members of our Central Management Committee; Governor Simba Arati, Hon. Junet Mohamed, and our National Chairperson, Governor Gladys Wanga, despite the pivotal roles they have played in ensuring the party’s national stability, often at great personal cost.”
Call for Action and Youth Inclusion
McOure urged ODM to prioritise actionable plans over political theatrics.
“As for the broad masses, our message is clear: we want the top organs of the party to come up with a concrete plan for service delivery and youth empowerment. We do not need political theatrics. ODM will only be strengthened through tangible results,” he said.
He also emphasised youth inclusion, calling for clear pathways beyond symbolic gestures: “Let us see a clear pathway for youth inclusion, not just flowery speeches about the colour or symbol of our party. We all know we are #ChungwaNation, and it has brought us this far. It is time to stop the cheap theatrics and MAKE IT WORK.”
