Malava by-elections: IEBC refutes claims of voter bribery ahead of polls
Independent Electoral and Boundaries Commission (IEBC) Malava Returning Officer Salim Abdalla has refuted claims of voter bribery in the constituency as hours remain to the poll day.
While addressing the media at Malava Boys on Wednesday, November 26, 2025, Abdalla Salim stated that he has not received any complaints of voter bribery and manipulation as of now, since such complaints are required to be relayed to the IEBC, but as of now he hasn’t received any, and therefore the claims are null and void.
He also dismissed claims of campaigns continuing even after the official campaign window had elapsed 48 hours before the poll day, saying that if it is happening, then it is illegal and punishable by law.
“I have not received any complaint of voter bribery and the like. By Monday 6 pm, campaigns ended, and if they are taking place, then that is illegal,” Abdalla stated.
He went ahead to assure Malava residents of a free and fair by-election, saying that a total of nine candidates will appear on the ballot paper despite some having withdrawn from the race in favour of others.

This comes amid political tensions in Malava Constituency as Democratic Action Party (DAP-K) candidate Seth Panyako is set to square off with United Democratic Alliance (UDA) candidate David Ndakwa in the Thursday, November 27, 2025, by-elections.
Withdrawal of security
Kakamega Senator Boni Khalwale, who has been campaigning for Seth Panyako, has had his security detail withdrawn without any explanation from the state.

A total of six security officers attached to him have all been recalled and instructed to report to the nearest police station.
“My security detail has been pulled without any explanation, and I want to make it clear: if this decision was meant to put me at risk or expose me, those responsible need to realise that every action has its consequences. I refuse to be intimidated. The struggle goes on,” Khalwale said.
The same has been extended to Trans Nzoia Governor George Natembeya, where his security has also been recalled, including his driver, with them ordered to report to the nearest camp.
Interior Cabinet Secretary Kipchumba Murkomen has come out to clarify that it is not Natembeya alone or members of the united opposition who have had their security details withdrawn, but also VIPs belonging to both sides of the political divide.
