Majority vs Minority: Ndindi Nyoro questions oversight role amid confusion in Parliament

Kiharu Member of Parliament Ndindi Nyoro has dismissed the traditional parliamentary distinction between the “majority” and “minority” sides, arguing that Kenyans are being misled about how power operates in the National Assembly.

Speaking on the floor of Parliament on Tuesday, May 26, 2026, Ndindi Nyoro said the labels used in Parliament do not reflect real ideological or policy differences but instead mask deeper political alignments that ultimately converge around President William Ruto’s administration.

He suggested that despite appearing to be on opposing benches, both camps often support the same executive agenda when it comes to key legislative decisions, blurring the lines of accountability in the House.

“Honourable Speaker, we need to be honest with the Kenyan people, face them honestly. Honourable Speaker, we now have a situation in this country where the government joined the opposition and the opposition joined the government,”

“Honourable Speaker. That even as we listen here, the majority side and the minority side leadership are a choir singing the same song,” Nyoro submitted.

Diverse voices

He added that Parliament was meant to reflect diverse voices, warning that this was being lost.

According to Nyoro, since the opposition and the government joined hands, the parliament has lacked its mandate to debate on the issues effectively, stating that both sides speak the same language.

“Honourable Speaker, in such a house of debate, there must be alternative voices… we are lying to ourselves, Honourable Speaker, and to the Kenyan people that in this house there is a minority side and a majority side. There is none,” Nyoro stated.

Nyoro critics of government expenditure

Nyoro has also raised concerns over more than Ksh100 billion in loosely controlled government expenditure.

Speaking during a television interview on Thursday, May 21, 2026, the lawmaker described these allocations as “political money” that could be redirected to ease the financial burden on citizens amidst soaring fuel prices and strained road maintenance funding.

Nyoro argued that the government can significantly cut non-essential spending without affecting service delivery, pointing to operations and management budgets, including confidential funds that public officials spend without accountability.

Nyoro emphasised that Kenya’s road budget comprises three main components: the exchequer-funded development budget, externally financed projects, and the recurrent Road Maintenance Levy Fund (RMLF), which generates between Ksh80 billion and over Ksh100 billion annually.

The MP opposed the securitisation of the RMLF, terming it an “illegal loan” and “odious debt” lacking parliamentary documentation. He stated that there is no single document anywhere in Parliament regarding securitisation, claiming portions of the levy have been pledged to service bonds.
