The debate on the National Government-Constituency Development Fund (NG-CDF) is getting heated, with a section of politicians supporting the existence of the fund while others want it scrapped.

In his latest sentiments, former cabinet secretary Justin Muturi wants the fund done away with, something that has not sat well with Homa Bay Town MP Peter Kaluma.

According to Kaluma, the NG-CDF has in recent times ensured equity in sharing of the national government resources.

In a statement on X on Tuesday, April 15, 2025, Kaluma said that the MPs are no longer in charge of the NG-CDF kitties, following an amendment of the law governing the funds.

“I know this is not your handwriting @HonJBMuturi! You attack NG-CDF, you attack equity in the sharing of national government share of resources and you attack Kenyans! Unlike before, the law has been amended to remove MPs control of NG-CDF; which is now a fund implemented by the NG-CDF Board and the lical communities through the BOM/PMC of schools,” Kaluma said.

Kaluma was reacting to a statement by Muturi on Tuesday, April 15, 2025, in which the former attorney general labelled the NG-CDF as a corrupt, illegal and unconstitutional.

According to Muturi, who presided over the National Assembly as Speaker for two terms from 2023 to 2022, the NG-CDF is meant to unjustly enrich the Members of Parliament (MPs), their families and cronies.

He now says the fund should be scrapped.

“NG-CDF is a corrupt, illegal and unconstitutional slush fund to unjustly enrich the MPs, their families and cronies and should, therefore, be scrapped,” Muturi wrote on X.
