Govt initiates process to honour Raila’s wishes on 10-point agenda
Head of Public Service Felix Koskei held a meeting on Monday, November 3, 2025, with the committee tasked with overseeing the implementation of the National Dialogue Committee (NADCO) and the UDA-ODM ten-point agenda.
In a statement on his X page, the government official held consultations with the five-member committee on the progress made by the committee in the presence of the United Democratic Alliance Secretary General Hassan Omar.
The initiative was born out of a March 2025 agreement between President William Ruto and the late opposition leader Raila Odinga.

The committee has been working against time to oversee the full implementation of the NADCO report after its official unveiling on August 5, 2025, by the broad-based principles, William Ruto, and the late Raila Odinga.
Former ODM Secretary General Agens Zani, Javas Bigambo, the Vice Chair, and the committee members Kevin Kiarie and Gabriel Oguda are among the members of the team.
The deliberations come months after UDA and ODM top brass convened a Parliamentary Group meeting to deliberate on the way forward in regards to the newly found political marriage and implementation of the report.
Issues covering economic recovery, job creation, cost of living interventions, youth and women empowerment, electoral reforms, strengthening devolution, and the fight against corruption were discussed. Also under discussion were proposals for national healing, including compensation for families affected by past protests.

The ODM party has termed the implementation of the ten-point agenda as essential in defining their commitment to the broad-based pact. On his part, Ruto hailed the agreement for a non-partisan approach, hailing its capacity to address the future of our nation.
During Raila’s burial ceremony, several ODM leaders also implored President Ruto to fast-track the implementation of the 10-point agenda in honour of Raila’s wishes.
Ruto expressed optimism that by implementing the NADCO Report and the Ten-Point Agenda, the foundation for a more inclusive, just, and prosperous Kenya, built on unity, accountability, and a government that truly serves the people, was being established..
