Governor Barasa suspends Kakamega’s Economic Planning Chief Officer

Kakamega Governor Fernandez Barasa has suspended the Chief Officer for Economic Planning and Investment, Samuel Limisi Imbwaka, citing provisions under the Conflict of Interest Act, 2025, and county human resource regulations.

In a statement on his Facebook page on June 11, 2026, Barasa said the decision was made in accordance with Section 25 of the Conflict of Interest Act, 2025, Section J.18 of the Public Service Human Resource Policies and Procedures Manual, 2016, and Section 18 of the Kakamega County Human Resource Manual, 2022.

“Pursuant to Section 25 of the Conflict of Interest Act, 2025, Section J.18 of the Public Service Human Resource Policies and Procedures Manual, 2016, and Section 18 of the Kakamega County Human Resource Manual, 2022, I have suspended Chief Officer Samuel Limisi Imbwaka of the Department of Economic Planning and Investment pursuant to the relevant legal and policy provisions,” the governor stated.

Replacement

The governor has announced that the Chief Officer for Financial Management, CPA Diminah Chikamai, will take over the responsibilities in an acting capacity.

Samuel Limisi Imbwaka had been serving in the Department of Economic Planning and Investment prior to the suspension, while Diminah Chikamai will now oversee the docket on an interim basis.

“In the interim, CPA Diminah Chikamai, the Chief Officer for Financial Management, shall assume the responsibilities of the office in an acting capacity to ensure continuity and uninterrupted service delivery,” Barasa stated.

The county administration said the transition is aimed at maintaining normal operations as the matter involving the suspended official is addressed.

Governor Barasa stated that his administration remains dedicated to upholding the highest standards of integrity, transparency, professionalism and accountability.
