Nairobi Senator Edwin Sifuna has invited Kenyans to give their views on his Bill, Sports Amendment Bill 2024, which seeks to amend the Sports Act to compel county governments to fund all registered sports associations within their jurisdiction.
Taking to his official X account on Monday, September 2, 2024, Sifuna revealed that the Senate Committee on Labour and Social Welfare will hold public hearings on Thursday, September 5, 2024.

Sifuna first shared his intentions to change the face of the country’s sporting activities by amending the Sports Act, on August 6, 2024, when he revealed that his Bill was on the paper order of the day and that it would be read for the first time in the Senate.
The Orange Democratic Movement (ODM) party Secretary General stated that counties would be required to fund all registered county sporting associations, should his Bill sail through.
Sifuna on sports funding
Sifuna argued that most sporting activities have been depending on donor funds, making it difficult to nurture talents.
“On the Order Paper today, my Bill amending the Sports Act will be read for the first time. The Bill if passed will require County Governments to set aside funds to support all registered county sporting associations. These associations currently rely on the goodwill of donors and sponsors. I’m certain that this will go along way in helping nurture talents across Kenya,” Sifuna wrote on X.

Details of Sifuna’s Bill
In his Bill, Sifuna wants a County Sports Association Fund established.
County governments will then be required to pay one per cent of all monies paid into the county revenue fund, to the established County Sports Association Fund.
All monies from loans, grants or donations from the national government or international agencies for purposes of supporting county sports associations, will also be required to be deposited into the established fund.
“There is established, for each county, a fund to be known as the County Sports Associations Fund. There shall be paid into the County Sports Associations Fund— (a) one percent of all monies paid into the county revenue fund; (b) such monies or assets as may accrue or received by the fund; and (c) all monies from loans, grants or donations from the national government or international agencies for purposes of supporting county sports associations,” Sifuna’s Bill reads in part.
“The object of the Fund is to provide funding to support registered county sports associations.”
