Willis Otieno questions Ruto’s intelligence consumption amid SHA controversy

Taking to his X account on Tuesday, August 26, 2025, Otieno said by calling himself a consumer of raw intel, Ruto “signals he sees everything: the SHA fake hospitals, the dodgy contracts, the looting… It’s like saying: ‘I read the receipts, but I also write them.”
Otieno’s sentiments come amid a fast-moving saga around Kenya’s new health insurer. In August, the Ministry of Health announced the suspension of 40 facilities after detecting fraudulent claims submitted to the SHA, its strongest action yet since the transition to the National Health Insurance Fund (NHIF).
The scandal deepened after it emerged that SHA money was wired to ghost hospitals. A dispensary was massively mentioned, sparking public uproar. However, the Ministry of Health and SHA dismissed the claims.

Based on the recent happenings surrounding SHA, Willis Otieno has dragged President William Ruto into the SHA scandals, stating that if the President consumes “raw intelligence” and “knows what’s going on,” then fraudulent facilities, suspect payouts, and the financial pathways behind them should be visible at the apex of government.
Otieno has asked whether the same “consumer of raw intelligence” knew about the “SHA heist.”
CS Duale unmoved
Meanwhile, Health Cabinet Secretary Aden Duale has linked the SHA controversies to propaganda, blackmail and media interference, promising to streamline the country’s health sector for better services to the public.
”No amount of propaganda or blackmail will deter us from fixing our healthcare system. We know saboteurs of SHA have recruited several groups, including some sections of the media, to advance their agenda. Let them be warned: We are fixing this thing regardless of the noise! Our work has just begun. We will not rest until every Kenyan has access to quality, affordable, and dignified healthcare, free from the burden of fraud,” CS Duale took to his X account on Monday, August 25, 2025.
