Treasury PS Kiptoo: Kenya, US finalising new health deal to boost UHC, fight HIV

Kenya is set to deepen its partnership with the United States in a new bilateral health agreement aimed at strengthening the country’s Universal Health Coverage (UHC) and tackling diseases such as HIV, tuberculosis, and malaria.

Treasury Principal Secretary Chris Kiptoo said on a post on X on Thursday, November 13, 2025, the government is prioritising sustainable and well-coordinated health financing to ensure that Kenyans continue to access quality healthcare services despite economic challenges.

“The Government of Kenya is focused on building sustainable, predictable, and well-coordinated financing for its health priorities, including Universal Health Coverage,” Kiptoo said.

He noted that despite a constrained economy, the state remains committed to prudent use of available resources to strengthen health systems and improve service delivery. “Even within limited fiscal space, we continue to prioritise prudent resource use, stronger coordination and increased domestic health financing,” he stated.

Kiptoo said Kenya’s partnership with the US under the America First Global Health Strategy remains a key pillar in advancing healthcare reforms and building institutional resilience.

“Our discussions on the America First Global Health Strategy reaffirm our longstanding partnership in strengthening Kenya’s health sector,” he said.

The PS expressed gratitude to the United States government for its long-standing support in fighting infectious diseases and promoting better healthcare access across Kenya. “We appreciate the United States Government for its continued support in combating HIV, TB and malaria, and in advancing health system strengthening across the country,” he said.

According to Kiptoo, both governments are in the final stages of sealing a new agreement that will focus on aligning Kenya’s healthcare goals with America’s global health priorities. He described the deal as a crucial step towards ensuring long-term sustainability in Kenya’s health investments.

“Both countries are finalising a bilateral agreement that aligns Kenya’s health priorities with the United States’ global health objectives, strengthening a partnership that saves lives and builds a more resilient health system for our nation,” he said.

The PS reaffirmed the government’s commitment to ensuring that no Kenyan is left behind in accessing affordable and quality healthcare, a key component of the country’s UHC agenda.
