Senate invites Kenyans to submit memoranda to shape Revenue Sharing Bill 2026

The Senate of Kenya has opened the door for public participation in one of the country’s most consequential financial decisions, the Division of Revenue Bill, 2026. The Senate has called on citizens to submit their views on how billions of shillings should be shared between the national and county governments for the 2026/27 financial year.

In a notice released on the official website of the parliament on Tuesday, March 24, 2026, the Senate has stated that central to the bill is the division of revenue raised nationally between the national government and the 47 county governments in Kenya.

“In accordance with the provisions of Article 118(1)(b) of the Constitution and standing order 145(5) of the Senate Standing Orders, the Standing Committee on Finance and Budget now invites interested members of the public to submit any representations that they may have on the Bill by way of written memoranda,” the notice read in part.

The Senate Standing Committee on Finance and Budget is the one that is leading the process of involving the populace, as required by the constitution, which stipulates that the citizens ought to be involved in the legal issues.

The committee intends to make sure that different voices and regional interests are represented in the ultimate decision by asking the general population to submit memoranda on the same.

The shareable revenue is more than Ksh2.9 trillion, as indicated in the notice. A large part of it is allocated to the national government, and the county governments will receive a large portion of it to fund the devolved operations. A separate sum has been allocated to the Equalisation Fund, and this aims at the marginalised areas.

Submission deadline

The Kenyans may make their submissions through email, post and hand delivery in the Office of the Clerk in the Parliament Buildings in Nairobi. The cutoffs are on Thursday, March 26, 2026, at 4:00 pm.

This is a call to action because it highlights the increasing focus on participatory governance in the legislative process in Kenya. Transparency is enhanced by public contribution, and this contributes to the national priorities matching the needs of the grassroots.

The proposed structure will have a direct impact on the financing of such basic services as healthcare, education, infrastructure and local development initiatives. Therefore, the bill is central to the distribution of resources in regions in a fair manner.
