Senate inspects conditional grant-funded climate projects in Kisumu

The Senate Standing Committee on Finance and Budget, led by Chairperson Ali Roba, has arrived in Kisumu County to conduct oversight inspections on key projects funded under the Conditional Grant for Financing Locally-Led Climate Action (FLLOCA).

Taking it to their social media handles on Friday. May 22, 2026: The parliament has noted that the visit will focus on enhancing accountability and making sure public resources committed to climate resilience are used effectively and transparently for the benefit of local communities.

“The Senate Standing Committee on Finance and Budget, led by the Chairperson Senator Ali Roba, arrives in Kisumu County to inspect crucial projects funded by the Conditional Grant on Financing Locally-Led Climate Action (FLLOCA).

The Committee aims to conduct rigorous oversight, ensuring that public resources allocated for climate resilience are being utilised efficiently, transparently, and to the maximum benefit of local communities,” the Parliament statement read in part.

“As part of this extensive inspection visit, the Committee will evaluate key community-driven initiatives designed to enhance climate adaptation and sustainability across the region,” the statement added.

The oversight tour starts with a courtesy call at the governor’s office before the delegation moves on to field visits of priority development sites.

Projects to be inspected

The Senate has noted that the key projects being reviewed include the Awach Water Project in North Seme Ward, which is dedicated to the abstraction and treatment of the Awach water supply, enhancing water access and sustainability.

The committee will also review the building of the Climate Change Information Centre in Railways Ward, which will enhance community preparedness and resilience to climate risks, and the Ogenya Evacuation Centre in Kabonyo/Kanyagwal Ward, which will further support the establishment of evacuation centres for the public.

The next inspection will include an important intervention to improve water storage and regional water productivity in East Jimo, East Nyakach.

The delegation will also review environmental management and recovery programmes, such as the ongoing construction of a drainage system in Ahero and environs and the rehabilitation of the Paga Water Project in West Kisumu.

The visit by the Senate Committee is another indication of Parliament’s sustained agenda to keep a close watch on climate financing programmes as countries move to implement locally led adaptation projects to buffer communities from the escalating effects of climate change.
