Salasya faults Ruto for forcing implementation of e-procurement model

Mumias East Member of Parliament (MP) Peter Salasya has faulted President William Ruto for the forceful implementation of the electronic procurement model at the national government.

Taking to his official X account on Wednesday, October 1, 2025, Salasya warned that forcing the procurement model in state business without prior training risks plunging the country into an economic standoff.

”The country is in recession mode right now. Why President William Samoei Ruto? How can you stop the government from procuring anything for the last 4 months from June, Mr President, yet you want Kenya to be Singapore?

“You are paying government officers for doing nothing in offices right now, apart from police officers and teachers, because nothing can be procured other than relying on impress or else dissolving the government,” Salasya argued.

This comes after Governor Irungu Kang’ata and Senator Wambua pushed the treasury to speed up e-procurement and release county funds.

The lawmaker further cautioned that the e-procurement system also puts numerous jobs at risk because of its shortcomings in the procurement process. Peter Salasya has instead called for its implementation in stages to avoid backfiring, just like the Social Health Authority (SHA).

”This will result in many losses in job opportunities for those people who trade with the government. That person who said that EGP is going to be effective immediately lied to you. Implement EGP in stages, or else it will be like SHA.”

“The procurement officers do not understand how to operate, the suppliers have not been trained, the user department has not been trained, the system itself is not ready, and who will audit the system? I support EGP, but it must be implemented in stages,” Salasya added.

Govt insists on e-procurement.

Meanwhile, Salasya’s lamentations come at a time Treasury Cabinet Secretary John Mbadi has hit out at the opposers of the government’s e-procurement model, stressing that even God would not allow the system to fail.

While revealing levels of compliance with the new system by counties and several government departments, the CS stated that there will be no turning back on the system.

“We have counties that are already procuring on the e-platform, like Kisii and Kitui counties. The same goes for the government agencies such as the EACC. They are also procuring.”

“Meanwhile, we have others who are still sitting there and waiting for it to fail. Your prayers will not work. God cannot be that unfair to people of Kenya,” the CS said on Monday, September 1, 2025, during an address at the 30th anniversary of KRA in Nairobi.
