Ruto, CS Kagwe, Ogamba and Wandayi make appointments in their dockets
President William Ruto’s administration has made key appointments and reappointments in key agencies through the latest Kenya Gazette notice.
According to the Kenya Gazette notice dated Friday, November 21, 2025, President Ruto appointed James Dianga as the Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority (LBDA).
Dianga will serve a three-year term effective November 21, 2025.
“IN EXERCISE of the powers conferred by section 4 (1) (a) of the Lake Basin Development Authority Act, I, William Samoei Ruto, President of the Republic of Kenya and Commander-in-Chief of the Defence Forces, re-appoint— JAMES WAORE DIANGA to be Non-Executive Chairperson of the Board of Directors of the Lake Basin Development Authority, for a period of three (3) years, with effect from the 21st November, 2025,” the notice read in part.
Dianga will help to catalyse, promote and implement resource-based projects and programmes for sustainable basin-based integrated socio-economic development.

CS make changes
Education Cabinet Secretary Julius Ogamba appointed Peter Keiyoro as the Non-Executive Chairperson of the Council of Tharaka University.
Keiyoro’s three-year term is similarly effective November 21, 2025, and is expected to guide the institution’s governance, academic expansion and alignment with national higher education priorities.

“IN EXERCISE of the powers conferred by section 36 (1) of the Universities Act, the Cabinet Secretary for Education appoints— Under paragraph (a)— Peter Keiyoro (Prof.) – Chairperson as the Non-Executive Chairperson of the Council for the Tharaka University, for a period of three (3) years, with effect from the 21st November, 2025,” the notice declared.
Besides Ogamba, Agriculture CS Mutahi Kagwe and his Energy counterpart Opiyo Wandayi also realigned their docket.

Kagwe reappointed John Mtuta Mruttu as the Non-Executive Chairperson of the Agricultural Finance Corporation (AFC).
On the other hand, Wandayi invoked Section 58(e)(i) of the Energy Act, 2019, to appoint Francis Agar as a member of the Nuclear Power and Energy Agency (NuPEA).
Agar will play a key role in helping Kenya achieve its plan to set up a nuclear plant.
