President William Ruto has announced renewed efforts to strengthen diplomatic and economic relations between Kenya and Serbia, with a focus on expanding market access for Kenyan agricultural exports.

The engagement took place during talks with Serbian President Aleksandar Vučić on the sidelines of the 13th World Urban Forum (WUF13) in Baku, Azerbaijan.

In a statement posted on X on May 18, 2026, President Ruto said: “Kenya and Serbia continue to build stronger diplomatic and economic ties aimed at advancing our shared interests for the benefit of our citizens. We are keen on strengthening cooperation in trade and investment, particularly through the expansion of market access for Kenya’s agricultural products in Serbia.”

The discussions come amid ongoing efforts to diversify Kenya’s export destinations, with agriculture remaining a key focus sector.

Trade outlook and bilateral engagement

Trade between the two countries remains relatively small but shows room for expansion. In 2024, Kenya exported about Ksh402.5 million ($3.11 million) worth of goods to Serbia, largely consisting of cut flowers, tropical fruits and other agricultural products. Both governments have expressed interest in increasing these volumes and broadening the range of traded goods.

The talks also build on existing bilateral relations, with Kenya previously exploring cooperation with Serbia in agriculture, pharmaceuticals, information and communication technology, and sports development.

Despite earlier diplomatic tensions following Kenya’s recognition of Kosovo’s independence in 2025, the latest engagement signals continued emphasis on economic cooperation.

WUF13 diplomatic engagements in Baku

The Serbia talks form part of President Ruto’s wider diplomatic programme at the 13th World Urban Forum in Baku.

During the visit, he also met UN-Habitat Executive Director Anacláudia Rossbach, where discussions centred on sustainable urban development and Kenya’s Affordable Housing Programme.

Ruto, who serves as Global Champion for Adequate Housing, reaffirmed Kenya’s commitment to expanding access to decent and affordable housing through continued international partnerships.

In a separate meeting with Azerbaijani President Ilham Aliyev at the Baku Olympic Stadium, the leaders discussed cooperation in oil and gas, renewable energy, infrastructure development and trade expansion.

The discussions also included Kenya’s proposed regional oil refinery project and increased market access for Kenyan tea, horticulture and other agricultural exports.

Economic cooperation and strategic focus

The diplomatic engagements reflect Kenya’s broader foreign policy approach aimed at strengthening international partnerships to support domestic development priorities.

Government officials have highlighted agriculture exports, energy cooperation and urban development as key areas for international collaboration. The discussions at WUF13 are expected to continue through May 22, with Kenya pursuing additional agreements in ICT, agriculture and energy sectors.
