Prisoners’ transfer normal, says Prison’s chief Ogallo
By Zadock Angira, December 11, 2019The Commissioner General for Prison Services Wycliffe Ogallo yesterday said transfers of prisoners are normal so long as it was within the country.
His clarification follows comes after Joseph Jowie Irungu, the main suspect in the murder of businesswoman Monica Kimani, was last Friday transferred from Kamiti Prison to Manyani Prison in Voi Sub-county.
Irungu had been held in solitary confinement on orders of the High Court until the ruling of his bail application scheduled for February 13.
The transfer was communicated to his parents, who on Monday visited the facility. Irungu’s mother, Anastacia, however, expressed fears that they had not been briefed on what prompted the transfer.
His lawyer Hassan Nandwa had also said he had not been told of the reasons for the transfer adding that there was no application for the transfer.
Section 37 of the Prisons Act allows any prisoner to be moved to any prison from time to time, at the discretion of Commissioner-General.
