Senior counsel Paul Muite voiced strong opposition to the National Infrastructure Fund (NIF), which President William Ruto is set to have approved by the Cabinet on Monday, December 15, 2025.

Taking to X on Sunday, December 14, 2025, Muite argued that the fund removes constitutional safeguards and places control of billions of shillings in the hands of a single individual, raising fears of corruption and mismanagement.

“National Infrastructure Fund illegally removes Constitutional Controls/safeguards and places use of those Funds in the hands of ONE individual. Expect unbridled looting and kickback. The debt burden being casually tossed onto Kenyans,” Muite stated.

The comments come after President Ruto outlined the NIF as part of his plan to transform Kenya into a first-world country. Speaking during a church service at the Africa Inland Pentecostal Church Assembly (AIPCA) in Gatundu North, Kiambu County, Ruto said the fund will mobilise Ksh5 trillion for large-scale infrastructure and industrial projects.

“Tomorrow, we will officially start the journey to transform the country into a First World country,” Ruto declared. He added that Kenya is behind schedule in addressing hunger and poverty and stressed that the fund would help accelerate development.

National Infrastructure Fund

Ruto described the NIF as a mechanism to reduce reliance on debt while unlocking private sector investment. The president insisted the initiative is not driven by politics or the 2027 general elections but by a desire to deliver tangible development.

The NIF is intended to finance major infrastructure projects, including road networks, industrial parks, and other productive sectors. For Kiambu County, Ruto specifically announced Ksh4.1 billion for local road upgrades, and Ksh22 billion has been secured to dual the Muthaiga–Kiambu–Ndumberi road, a project expected to ease congestion and cut travel times significantly. Ruto confirmed he would return in February 2026 to launch the dual carriageway officially.

The Cabinet meeting on Monday, December 15, 2025, is expected to finalise the approval of the National Infrastructure Fund alongside the Sovereign Wealth Fund policy.
