Omtatah backs Crystal Asige’s proposed law to help parents of children with disabilities enjoy tax relief

Busia Senator Okiya Omtatah has thrown his weight behind nominated Senator Crystal Asige’s proposed law seeking to ease the financial burden on families caring for children with disabilities.

Omtatah in a statement on Tuesday, May 28, 2024, expressed his confidence that the proposed Persons with Disabilities (PWD) Bill No.7 of 2023, will be passed by the senate.

Financial burden

Through his official X account, Omtatah said the parents and caregivers of children with disabilities will get an opportunity to enjoy tax relief after the bill goes through.

“Parents and caregivers of children with disabilities are set to receive significant tax relief when the Persons with Disabilities (PWD) Bill No.7 of 2023, is passed by the Senate. The bill, sponsored by Nominated Senator Hon. Crystal Asige, promises to ease the financial burden on families caring for children with disabilities,” Omtatah said.

Asige’s Persons with Disabilities Bill 2023 incorporates the provisions of the United Nations Convention on the Rights of Persons with Disabilities, as well as the Protocol to the African Charter on Human Rights.

It sets out the legal obligations of both the National and County governments when dealing with persons with disabilities.

Speaking at Makupa Primary School in Mvita Sub-County during a food donation exercise, Asige assured the parents of children with disabilities of tax relief once her bill is passed.

“This is just the first one; it won’t be the last. We want to inform parents that they are not forsaken and they can do small businesses through cooking items to support their children,”  she said.

Sign Language Bill

Asige has also drafted the Kenya Sign Language Bill which she said will ensure sign language is incorporated into the country’s education curriculum.

The senator is also pushing the Ministry of Health to augment her efforts in sensitizing families on how to take care of children born with disabilities.

The Kenyan Sign Language Bill, 2023 will also see a comprehensive legal framework for the use of sign language to ensure that deaf learners are given the same opportunities as all other learners in the education system.

The Persons with Disabilities Bill 2023 places emphasis on a human rights approach, towards the realization of rights for persons with disabilities while repealing the Persons with Disabilities Act, of 2003.
