National Assembly calls for public views on Supplementary Estimates for 2024/25

The National Assembly has issued a notification calling on the public to submit comments on the Supplementary Estimates (No.1) for the Financial Year 2024/2025.

This includes both recurrent and development expenditures and the revised Programme Based Budget.

According to the notification from the Clerk of the National Assembly, Samuel Njoroge, written memoranda on the estimates should be submitted by Monday, July 22, 2024, at 5:00 pm.

In compliance with Article 118(1)(b) of the Constitution, which requires parliament to facilitate public participation in legislative processes, and in line with the Public Finance Management Act, the Principal Secretary for the National Treasury submitted Supplementary Estimates I for the Financial Year 2024/2025 to the National Assembly on Friday, July 12, 2024.

These estimates comprise the Programme Based Budget, Recurrent Estimates, Development Estimates, and a Memorandum on the Supplementary Estimates No.1. The Speaker of the National Assembly has referred the Supplementary Estimates I for Financial Year 2024/25 to the Budget and Appropriations Committee for consideration and reporting to the House.

Key points from the notification include Supplementary Estimates I for the Financial Year 2024/2025 which aims to implement necessary austerity measures and actualize expenditure cuts across the three arms of government, constitutional commissions, and independent offices.

The estimates are submitted against the backdrop of a projected reduction in Estimates of Revenue from 18.5 per cent of GDP to 17.5 per cent of GDP, a projected reduction in expenditure from 22.1 per cent of GDP to 21.4 per cent of GDP, and a projected increase in overall fiscal deficit, inclusive of grants, from 3.3 per cent of GDP to 3.6 per cent of GDP.

The estimates propose a reduction in the budget for the three arms of government by Kshs156.39 billion, including Ksh34.04 billion in approved recurrent expenditure and Ksh122.35 billion in approved development expenditure.

This represents a 6.6 per cent decrease in expenditures approved for FY 2024/25. The estimates seek to rationalize expenditure for FY 2024/25 to align with the Revised Fiscal Framework and cater for carryovers from FY 2023/24.

This revision is underpinned by an anticipated revenue shortfall for FY 2024/25 amounting to Ksh344.3 billion.

The Clerk of the National Assembly has invited the public and stakeholders to submit their memoranda to the Budget and Appropriations Committee.

Written memoranda should indicate the name of the person or organization submitting it and their contact details.

Submissions can be hand-delivered to the Office of the Clerk, First Floor, Main Parliament Buildings, Nairobi, or emailed to [email protected] to be received on or before Monday, July 22, 2024, at 5:00 p.m.
