MPs grill Sigowet-Soin, Belgut fund managers over school projects and land records

Parliament has raised fresh concerns over the management of public funds in the Sigowet-Soin and Belgut constituencies, questioning the status of stalled school projects and missing ownership documents for purchased land.

Appearing before the Decentralised Funds Accounts Committee, the two NG-CDF Account Managers, Caroline Cheres (Belgut) and Francis Lemuna (Sigowet Soin), faced tough questions from lawmakers seeking clarity on how resources were utilised between 2013 and 2023.

The committee, chaired by Mwingi Central MP Gideon Mulyungi, had summoned the fund managers to respond to audit queries flagged by the Office of the Auditor General.

While many of the concerns were marked as resolved, MPs pressed for answers on lingering issues.

Belgut CDF Manager Caroline Cheres, who recently took over the role in May after her predecessor Sharon Kapto went on maternity leave, said the majority of the audit concerns raised for the constituency had been addressed. However, she acknowledged that some historical gaps still needed attention.

In Sigowet-Soin, Francis Lemuna reported progress but admitted that proper documentation for some land purchases was not yet available.

“We are following up with the relevant departments to ensure all ownership documents are secured,” Lemuna told the committee.

MPs emphasised that unverified land ownership puts public investments at risk.

The committee members warned that constructing classrooms on land whose ownership you cannot prove is a recipe for conflict and misuse

The lawmakers called for tighter oversight and timely action by fund managers to close all audit gaps. The committee is expected to issue formal recommendations once it completes reviewing all documentation and submissions.

The Decentralised Funds Accounts Committee continues to audit the use of public resources in various constituencies to ensure accountability and transparency in the management of taxpayer funds.
