Cabinet Secretary for the National Treasury and Economic Planning, John Mbadi, has revoked the appointment of Seth Panyako as a member of the Local Authorities Provident Fund (LAPF) Board.

The revocation was published in a Gazette Notice dated January 23, 2026, and takes effect from the same date. The notice was issued under Section 5(1)(d) of the Local Authorities Provident Fund Act (Cap. 272), read together with Section 51(1) of the Interpretation and General Provisions Act.

The Gazette Notice, signed by CS Mbadi, formally ends Panyako’s tenure on the board. As is standard practice in such notices, no reasons were provided for the revocation.

According to the notice, the Cabinet Secretary exercised powers granted under the law to revoke the appointment of Panyako as a member of the LAPF Board. The board is responsible for managing pension and provident fund matters for employees of local authorities.

Appointments to the board fall under the mandate of the National Treasury, and changes are effected through publication in the Kenya Gazette. The revocation marks the latest administrative change affecting the board’s composition.

The Local Authorities Provident Fund Act provides the legal framework for the establishment and management of the fund, including the appointment and removal of board members by the Cabinet Secretary.

“In exercise of the powers conferred by section 5 (1) (d) of the Local Authorities Provident Fund Act, as read together with section 51 (1) of the Interpretation and General Provisions Act, the Cabinet Secretary for the National Treasury and Economic Planning revokes the appointment of, Seth Panyako as a Member of the Local Authorities Provident Fund Board, with effect from the 23rd January, 2026,” read the notice in part.

Political developments in Malava

The Gazette action comes amid Panyako’s recent political activities following the Malava Constituency by-election held in late November 2025. Panyako contested the seat on a Democratic Action Party–Kenya (DAP-K) ticket and finished second with 20,210 votes.

The by-election was won by United Democratic Alliance (UDA) candidate David Athman Ndakwa, who garnered 21,564 votes, according to official results declared by the Independent Electoral and Boundaries Commission (IEBC).

Following the announcement of the results, Panyako publicly declined to concede defeat, stating that the outcome did not reflect the will of the voters in Malava.
