Mathioya MP wants review of capitation for students
By Wangari Njuguna, June 27, 2025Mathioya MP, Edwin Mugo has urged the government to consider reviewing the capitation allocated to the secondary school students.
The MP said the amount being given is barely enough to cater for the needs of the students given that the coat of commodities has gone up.
He said the last review of the capitation was done back in 2015 and at this time the cost of living was relatively cheaper compared to now.
“This is a matter that the government should consider and I will personally push the agenda through the national assembly so that the capacitation can be increased,” said the MP. “With enough money, the schools will be able to acquire all the materials needed by the learners and thus they will get quality education,” remarked Mugo.
Speaking at his backyard when distributing bursary cheques to the students, the MP also urged the treasury to strive to release money to the schools in good time to facilitate smooth learning.
He said the delayed disbursement of the funds have seen the learning institutions run into huge debts adding that some are at a risk of being auctioned.
“While the government insists that education is free, when it fails to release the money in good time, the principals are completed to send the students home because they have no funds to run the facilities,” he added.
National priority
He said the misalignment between the national budget and revenue collected by the Kenya Revenue Authority (KRA) largely contribute to the delay but the treasury has to find a way of ensure the education funds are released in good time.
“The danger in the delays in that once we cross over to another financial year, the balance that had not been remitted cannot be carried forward and this has seen the schools sink in huge debts,” said the MP.
“Education is a crucial sector for our children and as elected leaders we are pushing for a balanced budget, where every shilling in the budget can be raised and released timely,” Mugo remarked.
Despite these challenges, the MP reassured residents that education remains a top national priority, with the sector receiving the largest budget allocation of nearly Sh800 billion in the recently proposed national budget.
During the occasion, Mugo issued bursaries totaling to Sh 64 million for day-scholars, boarders and students pursuing various courses in tertiary institutions.
“All students from day secondary schools who applied for the bursaries have each been awarded Sh5, 000 and this totals to Sh.15 million that we are giving to the day schools,” he said.
