Luanda Member of Parliament Dick Maungu has been elected unopposed as the new chairperson of the National Assembly’s Public Investments Committee on Education and Governance (PIC-E&G), marking a leadership change in one of Parliament’s key watchdog committees.

The election took place on Thursday, June 4, 2026, at Parliament Buildings. Maungu takes over following the exit of Bumula MP Jack Wamboka, who was removed from the position after allegations of misconduct were raised by the National Cohesion and Integration Commission (NCIC).

He was later reassigned to the National Cohesion and Equal Opportunities Committee.

The nomination was proposed by Embakasi West MP Mark Mwenje and seconded by Igembe Central MP Daniel Kariitho. The unopposed election reflected broad support from committee members.

Leadership transition and priorities

In his acceptance remarks, Maungu thanked members for the confidence and pledged to focus on teamwork and accountability.

“I thank you for the confidence you have shown in me. I promise that together we shall work for the betterment of our country,” he said.

He urged members to work as “one team and one people” and emphasised the need for transparency in the committee’s work. Maungu also noted that the committee faces a significant backlog of audit reports and oversight work that must be cleared within the year.

“We have a huge volume of work before us. We shall develop a clear plan to navigate the backlog and ensure we remain available to discharge our duties effectively,” he said.

Members of the committee expressed confidence in his leadership and called for improved coordination and efficiency.

Sotik MP Francis Sigei said the unopposed election reflected trust in Maungu’s ability to lead, while other members urged a more structured approach to handling committee business.

Kilome MP Thaddeus Nzambia noted that the committee has limited time to complete its work programme before the end of the session.

Mandate of the committee

The Public Investments Committee on Education and Governance is mandated to oversee the use of public funds in state corporations, public universities, technical institutions, and other government agencies under its jurisdiction.

The committee reviews Auditor-General reports and examines financial accountability among accounting officers in the education and governance sectors. Its work focuses on strengthening oversight, improving efficiency, and ensuring proper use of public resources.

With Maungu assuming office, the committee is expected to prioritise clearing pending reports and strengthening oversight mechanisms in public institutions under its mandate.
