Lenolkulal got Sh300,000 via agent’s phone to ‘supply fuel’
Samburu Governor Moses Lenolkulal received over Sh300,000 fraudulently from the county coffers through his proxy’s MPesa account for ‘supply of fuel’ at the county government, a witness has told the Anti-Corruption Court.
A digital forensic analyst from the Ethics and Anti-Corruption Commission (EACC), Alex Kinyanjui, said the governor received a sum of Sh339,900 from Hesbon Ndathi for the fraudulent supply of fuel.
The expert tabled in court a digital forensic examination report showing how the money was wired to the governor between 2017 and 2018 via MPesa.
The document shows the money was wired in fourteen different transactions by Ndathi, the highest being Sh50,000 and the lowest Sh10,000.
Different transactions
During his testimony, the officer told trial Magistrate Thomas Nzioki the Governor through his Apple Iphone was sent the money via M-Pesa by Ndathi. According to Kinyanjui, Lenolkulal had saved Ndathi’s number as ‘Hotel Wachira spear’ in his Iphone.
“From the MPesa messages ranging from February 10, 2017 to February 8, 2019 from the governor’s Apple Iphone, l discovered a sender by the name Hesbon Ndathi who had been saved as ‘Hotel Wachira spear’ by the governor in his phone who sent him monies in 14 different transactions,” Kinyanjui informed the court.
The witness told the court that he retrieved the data information of the transactions from governor’s lphone, Samsung, Nokia, Infinix, MacBook Pro laptop and HP laptop, tablets and a Fujitsu CP and also phones belonging to Ndathi.
“I was requested by an investigator Joel Nyongesa to analyse the extracted data for assets and financial information of the phones, tablets, laptops recovered from Lenolkulal and Ndathi.
