Nakuru Governor Susan Kihika has read the Riot Act to County Executive Committee Members (CECMs), as they signed their performance contracts yesterday, saying she will be ready to send them packing should they not perform.


Speaking at the county headquarters, Kihika asked the CECMs to tighten their belts as she would only extend contracts to those who do their work.


The CECMs had signed a two-and-a-half-year contract.


“Luckily my God gave me a little wisdom. When I got them vetted, I never gave anybody a five-year contract, only two and a half years and before the residents send me home for non-performance you’ll be the first ones out,” the governor warned.


According to the county boss, the tendency to spend more on recurrent expenditure, including retreats should come to a stop but instead allocate at least 30 per cent on development in their respective departments.


“We have no room for excuses in this performance contract so if all you are doing is retreats, you better resign before I come for you,” she said.


She observed that this contract is to ensure the development budget is 100 per cent implemented within the Financial Year in their respective departments.


“We have come up with the development of annual departmental work plans. These plans would guide the implementation of the priorities contained in the first year of the county integrated development plan and in my manifesto,” said Kihika.


She noted that the evaluation of the performance contract will also check on the impact of community empowerment programs to show how the livelihood of locals improved as a result of the program.


“Every CECM is expected to ensure that all projects, whether funded by the exchequer or by development partners, are completed within the timelines and they meet all the conditions set out in the funding agreement. The projects must also display outcome and impact-level results,” she said.
