Kiambu: MCAs move to impeach Finance CEC over gross misconduct

Kiambu County Executive Committee (CEC) member for Finance, Nancy Njeri Kirumba, is walking a tightrope after the County Assembly initiated the process to impeach her.

In a notice of motion tabled by Karuri Ward representative, Peter Wainaina, MCAs accuse Njeri of incompetence, gross misconduct, and gross violation of the constitution.

“Failure to offer leadership on the prudent use of county resources, more so on pending bills which should take precedence according to accounting procedures,” a section of the motion seen by People Daily Digital reads in parts.

The ward representatives also seek to send Njeri home after she reportedly failed to process the supplementary budget in time to capture the “unspent balance to be in tandem with the current financial year contrary to Public Finance Management Act Section 130 (4) and (5).”

The CEC has also been accused of failing to attend committee sittings whenever called upon without any valid reason contrary to Article 195 of the Constitution.

The motion mover, a member of the finance committee, and the chairperson in charge of trade at the assembly, also took issue with the CEC for failing to advise Governor Kimani Wamatangi accordingly regarding the use of a supplementary budget.

“The CEC failed to advise the governor on the illegal move to relocate the county staff’s insurance from NHIF to MUA, a more expensive private insurance firm,” Wainaina alias Boxer said.

On the issue, the MCA took issue with the planned increment of insurance allocation from Ksh43 million that was paid to NHIF yearly to Ksh220 million that MUA seeks to cover the county workforce for three months only.

“There is a very big question on why a county that is struggling financially would increase the insurance kitty from Ksh43 million to more than Ksh260 million for the same services. There are so many questions that the CEC has failed to respond to on this,” said Boxer.

Also at the centre of MCAs protests is the removal of Ksh225 million meant to upgrade county roads to buy road-works equipment without the approval of the assembly.

“The county has a lot of equipment that can be repaired, why they want to stop repairing roads for another purchase of equipment is questionable,” another MCA told K24 Digital.

Njeri will also face a hard time explaining why the county requires Ksh14 million more for internet connectivity alongside Ksh28 million for ICT equipment.

Should the MCAs successfully impeach Njeri, she will be the first CEC to be sent packing in the current administration.
