Justin Muturi calls for abolition of NG-CDF

Former Attorney General and Public Service and Human Capital Development Cabinet Secretary Justin Muturi has called for the abolition of the National Government-Constituency Development Fund (NG-CDF).
Taking to his official X account on Tuesday, April 15, 2025, Muturi, who was recently fired from President William Ruto’s Cabinet, labelled the NG-CDF as a corrupt, illegal and unconstitutional slush fund.
According to Muturi, who presided over the National Assembly as Speaker for two terms from 2023 to 2022, the NG-CDF is meant to unjustly enrich the Members of Parliament (MPs), their families and cronies.
He now says the fund should be scrapped.
“NG-CDF is a corrupt, illegal and unconstitutional slush fund to unjustly enrich the MPs, their families and cronies and should, therefore, be scrapped,” Muturi wrote on X.

Auditor General’s reports
Muturi’s remarks come barely a week after Auditor General Nancy Gathungu questioned how several constituencies spent bursaries amounting to millions of shillings that are not accounted for.
In a report for the year ending June 2024, Gathungu said the constituencies had failed to provide crucial documents to support payments sent to secondary schools and tertiary institutions.
A review of more than 50 NG-CDF payments unearthed bursaries issued but with no crucial information to auditors, such as a list of beneficiaries in secondary schools, cheque dispatch registers and acknowledgement letters from recipient schools.
Stalled NG-CDF projects
Gathungu has yet again revealed the sorry state of projects funded by NG-CDF, with a review of some of the projects that have gobbled up millions of shillings showing that some of the works have been abandoned, others are yet to be concluded, and in other cases there were irregularities in the procurement processes.
Gathungu in various audit reports has also raised questions over irregular procurement of emergency commodities, including desks, stationery and uniforms.
The report for the year ending June 2024 has in particular cited the construction of classrooms where the work done was of low quality and, in other cases, cited unsupported expenditures in various projects.
