IGAD voices regret as Eritrea exits regional body after brief return

The Intergovernmental Authority on Development (IGAD) has expressed regret following Eritrea’s decision to withdraw from the regional bloc, barely two years after its much-publicised return.

The development has raised fresh questions about regional cooperation in the Horn of Africa, especially at a time when countries are grappling with shared challenges around peace, security, and development.

In a statement issued from Djibouti on Friday, December 12, 2025, IGAD confirmed that the Eritrean government had formally communicated its decision to leave the organisation through an official diplomatic note.

The regional body said it had taken note of the move but regretted both the decision itself and the manner in which it was made.

Eritrea’s exit marks another chapter in its complicated relationship with IGAD. The country had previously suspended its participation for nearly two decades before making a comeback in June 2023 during the 14th Ordinary Summit of Heads of State and Government. At the time, its return was seen as a positive step toward rebuilding trust and strengthening regional solidarity.

“The Intergovernmental Authority on Development (IGAD) has taken note of the decision by the Government of the State of Eritrea to withdraw from the Organisation, as communicated through a formal Note Verbale to the IGAD Secretariat,” the statement reads

IGAD reminded the public that Eritrea was warmly welcomed back by all member states during its rejoining, a gesture that symbolised inclusivity and renewed cooperation across the region.

“On that occasion, Eritrea was unanimously and warmly welcomed back by all Member States, reflecting a collective commitment to inclusivity, regional solidarity, and renewed cooperation,” the statement reads

However, the organisation noted that Eritrea did not actively take part in IGAD activities after its return. According to the statement, the country has not attended meetings or participated in programmes since June 2023, despite the Secretariat’s efforts to keep channels of communication open.

“Since June 2023, IGAD notes with regret that Eritrea has not participated in IGAD meetings, programmes, or activities,” the statement reads

IGAD further said it was disappointed that Eritrea chose to withdraw without first engaging in dialogue or presenting proposals for reform within the organisation.

“IGAD further regrets that the decision to withdraw was taken without the submission of tangible proposals or engagement on specific institutional or policy reforms,” the statement reads

Despite the setback, the regional body said it remains open to engagement and will continue reaching out to Asmara in the hope that Eritrea may reconsider its position.

“In this spirit, the IGAD Secretariat will continue its outreach to the Government of the State of Eritrea and encourages it to reconsider its position and to fully rejoin the Organisation in good faith,” the statement reads

IGAD emphasised that its core mission remains unchanged, stressing the importance of unity and cooperation among Horn of Africa nations.

“IGAD remains firmly committed to its mandate of fostering regional cooperation, dialogue, and collective action for the benefit of the peoples of the Horn of Africa,” the statement reads
